This is highly one's opinion.

It is a beautiful place with picturesque nature and beautiful climate. However Anini is a hilly place lying in the mountains close to the frontiers of China.

I too think it needs to be split into Upper Dibang Valley and Lower Dibang Valley. However, the debate comes in when the country of India's website list Dibang Valley as a district and Lower Dibang Valley as a district with no mention of "Upper".
