It's very surprising most of the 'to create' articles haven't already got at least stubs. Is there any reason why a three- or four-line stub wouldn't be acceptable for all these entries?

Criteria for advancing articles?

It's fairly obvious when to remove an article from "To create". Less obvious whether to move it to "To improve or expand" or just drop it, and when to promote from "To improve or expand" to "To review", or drop completely. --Scott Davis Talk 05:35, 24 October 2005 (UTC)[reply]

I'm often one to tidy up the list and to be honest, I've wondered this exact point Scott makes for some time; what to promote, what to highlight as needed and so on? There is no definite criteria.
I think the headings may have originally been created to encourage edits to the articles in question, any edits, perhaps in the days when Wikipedia was in it's infacy. Today, the Australian content is structured and categorised well enough to be able to get into the area of yout interest, and we've got a lot of interested and contributing Australian editors now to touch up as they go in their particluar area of interest.
